EU Foreign Prisoners Project
Results Presentation & Recommendations to Combat Social Exclusion of Foreign Prisoners in European Penitentiary Institutions

At this conference the first results of the study into the situation of foreign prisoners in 25 EU countries have been presented together with recommendations to combat social exclusion of this group. Foreigners are over-represented in prison populations and their numbers are rising rapidly. At this moment there are more than 100,000 persons detained in the EU in countries of which they do not have citizenship.
Professor Anton van Kalmthout and Femke Hofstee-van der Meulen from Tilburg University (The Netherlands) developed a project to research and analyse the situation of foreign prisoners in all 25 EU Member states. The project has been co-funded by the European Commission (DG Employment, Social Affairs and Equal Opportunities). Participants in this project are five partners; Foreign Liaison Office of the Dutch Probation Service, Greifswald University (Germany), Jesuit Refugee Service-Europe (Belgium), Hungarian Helsinki Committee (Hungary), Conférence Permanente Européenne de la Probation (CEP), 25 national experts and three oganisations; Aire Centre (UK), International Centre for Prison Studies (ICPS, UK) and Prisoners Abroad (UK).
